The inset is clear and appears to be backed with some sort of shellac. It is hard to determine what the seal is, but it may well be glass or crystal. It is cracked in three places running into the portrait with minute losses when viewed through a 10x loupe, with a myriad of small scratches to the surface.
The ring is a modern addition.
